NERI's Submission to Productivity Commission's inquiry into a low emission economy

The Productivity Commission is undertaking an inquiry into New Zealand's transition to a low greenhouse gas emissions economy. As part of this it has released an Issues Paper seeking comments.  NERI has made a submission (that needs to read in conjunction with the Issues Paper) and this available to download from the Commission's web site.
